Governadora Izolda Cela envia à Assembleia Projeto de Lei que disciplina pagamento dos precatórios do Fundef aos professores

Um Projeto de Lei disciplinando o pagamento dos valores da primeira parcela dos precatórios do Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e de Valorização do Magistério (Fundef) aos profissionais do magistério foi enviado pelo Governo do Ceará à Assembleia Legislativa, nesta quarta-feira (16). Assinada pela governadora Izolda Cela, a mensagem a ser deliberada pelos deputados estaduais deve beneficiar cerca de 50 mil professores que estiveram ativos na rede pública estadual entre 1998 e 2006. O valor destinado ao rateio é de R$709.287.328,29, que corresponde a 60% da primeira parcela dos precatórios, sem incidência de Imposto de Renda e com correção por juros de mora.
Pelas redes sociais, Izolda Cela afirmou que este é mais um compromisso do Estado com a educação. “Encaminhei hoje à Assembleia Legislativa o projeto de lei que garante o pagamento de 60% dos precatórios do Fundef aos professores. No total, serão beneficiados cerca de 50 mil profissionais da educação, que estiveram em exercício na rede estadual entre 1998 e 2006. Seguimos investindo para garantir uma educação cada vez melhor para todos os cearenses”, disse a governadora.
Além do pagamento, a chefe do Executivo cearense afirmou que o Governo do Ceará atendeu a outras duas reivindicações da categoria. “Uma delas garante que o Imposto de Renda desse pagamento não será cobrado dos profissionais; e a outra estabelece que os juros sobre esses recursos também serão destinados para o pagamento dos professores”, comentou.
Com o projeto enviado, o Governo do Ceará pretende estipular critérios para o rateio. São considerados profissionais do magistério da educação básica aqueles que estavam em cargo ou função, integrantes da rede de ensino estadual, com vínculo estatutário ou temporário, desde que em efetivo exercício na rede pública do Estado durante o período em que ocorreram os repasses a menor do Fundef.
Izolda Cela também lembrou que “o Governo do Estado ingressou, em setembro, com pedido junto ao Supremo Tribunal Federal (STF) para a transferência dos 60% referentes aos precatórios à Caixa Econômica Federal, para podermos realizar o pagamento do abono aos professores”. Esses valores serão encaminhados a conta bancária específica para receber os precatórios destinados aos professores, de forma a garantir a finalidade do uso e a rastreabilidade da destinação, conforme entendimento do Tribunal de Contas da União.
Os recursos de ressarcimento ao Estado do Ceará serão pagos em três parcelas anuais, sendo a de 2022 a primeira. No total, são R$ 2.561.509.666,35, conforme sentença proferida pelo STF. Os 40% relativos à primeira parcela (R$ 472.858.218,86) foram destinados ao Tesouro Estadual para viabilizar outras ações de melhoria da educação, como investimento em estrutura para ampliação da educação em Tempo Integral.
