Alece e Abradep firmam parceria para fortalecer formação em direito eleitoral

Com o objetivo de preparar a Assembleia Legislativa do Estado do Ceará (Alece) para os desafios do próximo ciclo eleitoral, a Casa, por meio da Escola Superior do Parlamento Cearense (Unipace), firmou, na manhã desta quarta-feira (17/12), um acordo de cooperação técnica com a Academia Brasileira de Direito Eleitoral e Político (Abradep). A solenidade de assinatura ocorreu no Salão Nobre da Alece.
O acordo prevê a realização de cursos, oficinas e capacitações voltadas a parlamentares, assessores e servidores da Casa, com foco nas novas regras eleitorais, no fortalecimento da democracia e na qualificação técnica para o ano eleitoral de 2026.
Na ocasião, o presidente da Unipace, deputado Simão Pedro (PSD), destacou que a parceria reforça o papel da Escola Superior do Parlamento e amplia os serviços prestados à sociedade. “Estamos entrando em um ano político, e a questão do direito eleitoral é fundamental. Esse acordo vai nos permitir ampliar oficinas, cursos e capacitações, além de planejar ações e metas para 2026 exatamente na área em que a Unipace tem expertise”, afirmou.
Simão Pedro também ressaltou a atuação da Unipace ao longo de 2025, quando projetos da instituição chegaram a mais de 100 municípios cearenses, por meio de seminários regionais. Segundo ele, a parceria com a Abradep vem somar forças e ampliar ainda mais o alcance das ações.
FORTALECIMENTO DA DEMOCRACIA
O coordenador-geral da Abradep, Sidney Sá, destacou que o acordo contribui diretamente para o fortalecimento da democracia ao aproximar os parlamentos estaduais dos grandes debates nacionais que impactam a representatividade política.
“É uma honra firmar esse acordo na Casa do Povo cearense. A ideia é aproximar os parlamentos estaduais das decisões que afetam diretamente a democracia, algo que raramente acontece quando se discutem reformas políticas no País”, afirmou.
Sidney Sá ressaltou ainda que a Abradep completa dez anos de atuação e reúne um corpo técnico altamente qualificado, formado por doutores, pós-doutores, mestres, professores universitários, magistrados, membros do Ministério Público e ministros e ex-ministros do Tribunal Superior Eleitoral (TSE).
Ele acrescentou que a parceria permitirá a oferta de cursos voltados a temas como combate à violência política contra a mulher, ações afirmativas, inclusão e aplicação prática do direito eleitoral.
CAPACITAÇÃO
Já o chefe de gabinete da Presidência da Alece, Thiago Frota, classificou o acordo como pioneiro e ressaltou que a iniciativa representa uma conjunção de forças entre a Abradep e a Assembleia Legislativa, intermediada pela Unipace.
“Esse acordo tem como foco principal a capacitação. Em um ano eleitoral, como será 2026, é fundamental preparar servidores, assessores parlamentares e deputados para as novas regras eleitorais e para os desafios do processo democrático”, afirmou.
Segundo Thiago Frota, a parceria vai agregar know-how técnico à Unipace e fortalecer a qualificação institucional da Alece, ampliando o compartilhamento de conhecimento e informações dentro da Casa.
Também participaram da solenidade Isabel Mota, membro fundadora da Abradep; Rodrigo Mantiniano, procurador-geral da Alece; Sarah Pinto de Holanda, diretora acadêmica da Unipace; Fernandes Neto, presidente da Comissão de Direito Eleitoral da OAB-CE, e Luciana Carneiro, secretária-executiva da Mesa Diretora da Alece.
