Prorrogação de prazos de parcelamento de dívidas começa a tramitar na Alece

Com a abertura dos trabalhos da 119ª sessão ordinária da 3ª sessão legislativa da 31ª Legislatura da Assembleia Legislativa do Estado do Ceará (Alece), realizada nesta terça-feira (16/12), começou a tramitar na Casa o projeto de lei (PL) do Poder Executivo que prorroga prazos previstos na Lei n.º 19.482, de 14 de outubro de 2025, que institui o Programa de Parcelamento de Débitos Fiscais relacionados a alguns impostos. A leitura das matérias foi realizada pelo deputado Felipe Mota (União), em sessão transmitida pelo canal oficial da Alece no YouTube.
A lei em tramitação na Casa prevê o parcelamento de débitos fiscais relacionados ao Imposto sobre Operações Relativas à Circulação de Mercadorias e sobre Prestações de Serviços de Transporte Interestadual e Intermunicipal e de Comunicação (ICMS), ao Imposto sobre a Propriedade de Veículos Automotores (IPVA), ao Imposto de Transmissão Causa Mortis e Doação de Quaisquer Bens ou Direitos (ITCD), aos Créditos não Tributários e Tributários do Departamento Estadual de Trânsito do Estado do Ceará (Detran/CE), às dívidas decorrentes de crédito efetuadas pelo Banco do Estado do Ceará (BEC), às operações do extinto Fundo de Desenvolvimento Urbano (FDU) e a créditos do Fundo de Defesa dos Direitos Difusos do Estado do Ceará (FDID).
De acordo com o projeto de lei 113/25, a prorrogação do prazo de adesão se mostra essencial para que o Programa alcance sua plena capacidade de recuperação de créditos, revertendo em maior benefício para a sociedade cearense.
Foi lida ainda a emenda substitutiva ao PL que altera a mensagem nº 9.445, de 4 de dezembro de 2025, alterando a lei que institui, no âmbito do Poder Executivo do Estado do Ceará, vinculado à Secretaria da Infraestrutura por intermédio do Detran/CE, o Programa Popular de Formação, Educação, Qualificação e Habilitação Profissional de Condutores de Veículos Automotores.
Outros cinco projetos de lei do Poder Executivo começaram a tramitar nesta terça-feira. O PL 114/25 dispõe sobre as Escolas de Ensino Médio e Profissional do Campo (EEMPC) no âmbito do Estado do Ceará, criando regime legal próprio dispondo sobre o funcionamento destas escolas, vinculadas à Secretaria da Educação do Estado do Ceará (Seduc/CE), garantindo a essas unidades um tratamento diferenciado conforme suas especificidades, bem como condições pedagógicas, administrativas e financeiras adequadas a uma oferta de ensino que atenda às suas necessidades.
O PL 115/25 prorroga a vigência do Plano Estadual de Educação, aprovado pela Lei nº 16.025, de 30 de maio de 2016; o PL 116/25 altera a Lei nº 19.212, de 3 de abril de 2025, que dispõe sobre a repactuação dos contratos administrativos para execução indireta de serviços no Poder Executivo; enquanto o 117/25 promove ajustes na Lei nº 16.541, de 6 de abril de 2018, que dispõe sobre a gratificação de desempenho devida aos servidores do grupo de apoio da Procuradoria-Geral do Estado (PGE); e o 118/25 altera a Lei nº 18.628, de 18 de dezembro de 2023, que institui o Programa VaiVem Livre no âmbito do serviço regular de transporte metropolitano, da Região Metropolitana de Fortaleza, expandindo e estendendo-o para usuários residentes em municípios da Região Metropolitana do Cariri.
O Poder Judiciário é autor do PL 119/25, que altera a Lei nº 14.786, de 13 de agosto de 2010, dispondo sobre o Plano de Cargos, Carreiras e Remuneração dos Servidores do Quadro III do Poder Judiciário do Estado do Ceará.
De autoria parlamentar, iniciaram tramitação na Casa 13 projetos, sendo oito de lei e cinco de indicação. Dos PLs, dois são do deputado Jeová Mota (PSB). O 1213/25 denomina Anastácio Pereira de Sousa a rodovia Sede-Nova Betania-Major Simplício, localizada no município de Nova Russas, enquanto o 1214/25 denomina Malaquias Cesário de Carvalho a rodovia Sede-Riacho Fechado-Mulungu-São Pedro, também localizada no município de Nova Russas.
Do deputado Simão Pedro (PSD), o 1218/25 altera a Lei n.º 17.729, de 22 de outubro de 2021, que institui a Política Estadual de Proteção Animal, para incluir inciso no art. 6.º, que dispõe sobre a vedação do confinamento permanente de cães e gatos; enquanto o 1219/25 altera a Lei n.º 18.997, de 28 de agosto de 2024, para ampliar e qualificar as diretrizes de enfrentamento à violência contra a mulher no âmbito da educação infantil e dos anos iniciais do ensino fundamental da rede pública estadual e da rede privada de ensino do Estado do Ceará.
Também começaram a tramitar os PLs 1212/25, do deputado Alysson Aguiar (PCdoB), inclui a Tradicional Festa “Natal Encantado”, do município de Ubajara, no Calendário Oficial de Eventos do Estado do Ceará; o 1215/25, do deputado Carmelo Bolsonaro (PL), considera de Utilidade Pública Estadual a Associação Solidariedade Semeador Meniná & Meninó da Barra do Ceará e adjacências, com sede em Fortaleza; o 1216/25, do deputado Sérgio Aguiar (PSB), denomina o trecho da CE-241, que liga a bifurcação do município de Meruoca ao município de Alcântaras, Rodovia Joaquim Cunha Freire (Prefeito Quinca Gregório); e o 1217/25, do deputado Danniel Oliveira (MDB), institui a Política Estadual de Fomento à Produção Artesanal de Queijos e Produtos Lácteos do Ceará (PEPAQ-CE).
Já os projetos de indicação lidos foram o 709/25, 710/25 e 711/25, do deputado Lucinildo Frota (PDT); além do 712/25 e 713/25, do deputado Simão Pedro.
Após a leitura em plenário, os projetos seguem para a análise da Comissão de Constituição, Justiça e Redação (CCJR), para a Procuradoria da Casa e para as comissões técnicas de mérito. Se aprovados, serão encaminhados para a votação em plenário. No caso dos projetos de indicação, cabe ao Governo do Estado, se concordar, transformá-los em mensagem para a tramitação legislativa.
